Labor and Employee Relations Representative, Senior - Employee & Labor Relation - Full Time 8 Hour Days (Exempt) (Non-Union)

The Senior Labor & Employee Relations Representative (ELR) will support the Associate Administrator ELR/LOA in all functions of Labor and Employee Relations for departments within Keck Medicine System which consists of acute care hospitals and clinics employer over 7000 + employees. This position will partner with ELR Leadership to conduct Labor and Employee Relations activities including the administration and partnership during negotiation of collective bargaining agreements by working with management to develop and implement strategies to meet KMC's needs and goals. This position will develop and maintain relationships with both management, employees and the unions to foster harmonious Labor and Employee Relations. The Senior Labor & Employee Relations Representative must have the ability to objectively assess, guide and solve all employee related situations and effectively communicate with all levels of employees. In addition, this position serves as the escalation point for all ELR related issues and will work with the HR Centers of Excellence to expeditiously resolve the issues. This position will serve as an internal consultant providing guidance to department management, in various arenas, including employee performance issues, employee misconduct and the issuance of corrective action. This position will provide consultation, training, coaching and support a variety of diverse customers including directors, managers and front line staff.

Essential Duties:

  • Manages and integrates the various functions of employee/labor relations with other Human Resources functions/departments.
  • Serves as the Human Resources representative in labor relations matters and is responsible for overseeing the terms and conditions of the Collective Bargaining Agreements (CBA) for his/her/their areas of oversight.
  • Serves as the facilitator in all grievance proceedings and processes as defined in the CBA’s.
  • Facilitates training and development programs for all levels of management and staff related to human resources and employee/labor relations.
  • Manages grievances, disciplines, terminations and related actions and implements standard reporting to track and proactively address facility and/or departmental needs.
  • Provides internal consultation to managers on proper employment related documentation and requirements for various processes and procedures.
  • Conducts investigations related to employee complaints.
  • Handles all situations in a discreet and professional manner. Maintains confidentiality and discretion in all cases.
  • Effectively manages all union related issues.
  • Researches and prepares responses to Information Requests from the unions.
  • Assists ELR Leadership in contract review to ensure the policies and practices match, including any items necessary or required to be given to employees as required under the contract.
  • Maintains a high level of productivity and demonstrates effective skills in work assignments and follows through.
  • Responds effectively and proactively to unforeseen problems and issues affecting the System entities.
  • Designs and facilitates training on a variety of ELR topics.
  • Interprets and applies Human Resources policies and procedures and ensures they are aligned with CBA’s.
  • Perform other duties as assigned.

Required Qualifications:

  • Req Bachelor’s Degree in Human Resource Management, or Business related field
  • Five (5) years of experience working in Employee Relations and of which three (3) years have been in a union environment performing duties which include, but are not limited to contract interpretation, administration, processing grievances, responding to Requests for Information, consulting with managers on contract language interpretation and/or procedural discrepancies, and other related duties, may substitute for minimum education.
  • Req 5 years Experience in Labor Relations and/or Employee Relations required.
  • Req Experience with unions and conducting employee investigations.
  • Req Proficient verbal/written communication skills.
  • Req Skill in writing concise, clear, relevant and persuasive documents, including correspondence, case analyses, investigative reports,.
  • Req Proficient in MS Office and applicable computer applications.
  • Req Strong organizational, analytical/critical thinking, presentation and creative skills.
  • Req Knowledge of employment laws, including FMLA/CFRA, Reasonable Accommodation, VAWA/CANRA, HIPAA, HEERA, FLSA/wage-hour laws, contract interpretation, EEOC/DFEH/DOJ requirements.
  • Req Ability to provide credible HR guidance to and influence management at all levels.
  • Req Experience coaching and counseling all levels of staff and management on a wide variety of employee/labor relations issues. Experience in interviewing employees and managers when investigating union and non-union employee-related situations.

Preferred Qualifications:

  • Pref Master’s degree in Human Resource Management, or Business related field
  • Pref Prior experience in a health care industry.
  • Pref HR Certification PHR/SPHR from HRCI or SHRM-CP/SHRM-SCP from SHRM

Required Licenses/Certifications:

  • Req Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)

The annual base salary range for this position is $110,240.00 - $181,896.00. When extending an offer of employment, the University of Southern California considers factors such as (but not limited to) the scope and responsibilities of the position, the candidate’s work experience, education/training, key skills, internal peer equity, federal, state, and local laws, contractual stipulations, grant funding, as well as external market and organizational considerations.
