Nursing Administration Director - Nursing Administration - Full Time 8 Hour Days (Exempt)(Non-Union)

The Director of Nursing Administration holds 24/7 accountability for the business operations of Capacity Management, Float Pool and oversees all nursing productivity. The Director collaborates and serves as an internal consultant to nursing leaders to provide innovative strategies in staffing solutions. Under the direction of the Chief Nursing Officer, the Director executes operational projects to improve and sustain labor and workforce operational initiatives. Provides direction in financial planning, organization operations and development, budget analysis, financial systems, and development and execution of business plans.

Essential Duties:

  • Displays understanding of governing regulations, Title 22, and JCAHO requirements, defining and maintaining the standards of nursing practice while ensuring consistency with the hospital standards. Contributes to the development and implementation of a unit-based performance improvement program, which complies with JCAHO, Title 22, and other applicable regulatory agencies.
  • Responsible for Leadership and participation in the workforce governance committees.
  • Develops, implements, and assists with the health system wide staffing solution/registry staffing pool to provide staffing needs across to all entities.
  • Responsible for the oversight of staffing office, clinical administrative supervisors, and oversight of contract labor operations.
  • Coordinates staffing, budgeting and finance communication between nursing operations and finance.
  • Assists in developing and implementing financial strategic plans. Reviews current operations and develops strategic plan for process improvements, increases in efficiency and expense reduction.
  • Develops, implements, and assists with the administration of staffing plans and resource allocation to meet productivity targets and patient care needs
  • Develops and monitors operating budgets; prepares variance analyses and investigates reasons for major variances, develops and presents potential solutions, including oversight of associated metrics, and compliance with established policies and procedures
  • Ensures that processes and services are continuously monitored for quality, cost effectiveness, and efficiency. Engages in process and quality improvement activities.
  • Uses excellent negotiation skills with the ability to resolve conflict among various groups and individuals with diverse backgrounds.
  • Collaborates with unit Managers to ensure complete staffing assignments, reviews and updates nursing policies and procedures related to staff management in accordance with professional nursing guidelines and standards.
  • Demonstrated ability to function independently and manage conflicting priorities.
  • Ability to lead teams to identify key performance indicators.
  • Monitors Standards of Practice to ensure compliance with codes of internal and external regulatory and accrediting agencies. Plans for provision of services through provision of appropriate levels of qualified, competent staff. Policies and procedures are in place to support scope of services.
  • Assembles and maintains project plans and documentation of project progress using standardized project management tools, Coordinates project communication with impacted areas across the enterprise and develops applicable process and outcome metrics to measure project success.
  • Serves as a subject matter expert for financial operations aspects for nursing leadership.
  • Promotes effective communication and working relationships within the nursing areas, and between nursing staff, physicians, and other departments. Serves as a coach and mentor.
  • Works with Human Resources to ensure that an efficient staffing workforce plan is in place for areas reporting to his/her position so that the areas remain able to delivery good care. Responsible for selecting and retaining qualified nursing staff to carry out the unit’s care system in accordance with hospital philosophy and the organizational objectives. Works with the Education Department and Human Resources to ensure that the necessary orientation, training, and continuing education is available to the staff.
  • Participates in establishing systems within the departments which support and practice shared governance management philosophy. Contributes to the development of customer service standards and expectations. Assists in establishing methods for monitoring employee, patient and physician satisfaction with the services provided within the department.
  • Monitor space/resource requirements and utilization of outside resources.
  • Performs other duties as assigned.

Required Qualifications:

  • Req Bachelor’s Degree Degree in Nursing
  • Req Master’s degree Degree in Nursing, Business Administration, or Healthcare Administration
  • Req 2 years Minimum of two years’ leadership experience in nursing administration, business and workforce operations, and nursing finance.
  • Req 4 years Minimum of four years’ Nursing experience in a hospital-based acute care setting.
  • Req Experience managing in a healthcare clinical operation or finance setting.
  • Req High skill and experience in process improvement.
  • Req Demonstrates ability to utilize effective, appropriate and diplomatic oral and written communication skills.
  • Req Excellent analytical, problem-solving, planning and evaluation skills.
  • Req Self-directed, ability to make quality, independent decisions.
  • Req Understanding of California state staffing laws and regulation.
  • Req Understanding of relevant Collective Bargaining Agreements.
  • Req Experience implementing and managing staffing solutions across multiple hospitals within a health system.
  • Req Nurse staffing, acuity, and patient throughput management and systems and software.


Preferred Qualifications:

  • Pref Doctorate Doctor of Nursing Practice or PhD
  • Pref Experience in a union environment
  • Pref Experience managing contract labor
  • Pref Ability to motivate and challenge staff.
  • Pref Project management experience.
  • Pref Experience with Lean Management principles.
  • Pref Strong computer skills and knowledge of Microsoft Windows, Microsoft Office, Tableau.
  • Pref Specialty Certification Specialty Certification preferred. (Certification relative to Healthcare Leadership)

Required Licenses/Certifications:

  • Req Registered Nurse - RN (CA Board of Registered Nursing) RN – Valid California Nursing License.
  • Req Basic Life Support (BLS) Healthcare Provider from American Heart Association
  • Req Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)

The annual base salary range for this position is $133,120.00 - $219,648.00. When extending an offer of employment, the University of Southern California considers factors such as (but not limited to) the scope and responsibilities of the position, the candidate’s work experience, education/training, key skills, internal peer equity, federal, state, and local laws, contractual stipulations, grant funding, as well as external market and organizational considerations.
